Order Lists Consistently

When populating lists, assist users in finding the option they require by ordering the list in the way they might expect.  For instance, by ordering a list of countries alphabetically but ordering a list of months in chronological order.  On occasions it may be helpful to place frequently selected items at the top of the list.  Where this is done, the frequently selected items should be clearly separated from the remainder of the list.  More elaborate structures can also be used where it is felt this will be appropriate according to expected usage.
